DPA Awards Rapid Response Grants for Work on Civil Liberties and Medical Marijuana Access

As part of its grants program, DPA awarded Rapid Response grants to two organizations in May: ACLU of Mississippi and the Vancouver Island Compassion Society.

ACLU of Mississippi - Saliva Drug Test Time Periods ACLU of Mississippi approached DPA for funding to support their organizing efforts against a mayor who is “terrorizing” the community with what some have termed extra-legal drug raids.  In April, Mayor Frank Melton was acquitted of charges stemming from his authorization (and evidently, presence at) the tearing down of an alleged crack house. Despite Mayor Melton's acquittal, 120 members of the community came together in Jackson to complain that they continued to feel terrorized by the mayor and believed their civil liberties were being eroded under his leadership. That belief was bolstered by the fact that since his acquittal, the mayor has pushed for the building of a new jail and has reaffirmed his commitment to continue “attacking the drug problem” in the manner he did prior to his arrest. The community needs help now to strengthen their organizing efforts.

Mississippi has a long, terrible history of using the legal system as a weapon against--rather than for--justice. To help the organizing effort against injustice, DPA was able to offer funding in the amount of $12,000.

The Vancouver Island Compassion Society (VICS)

VICS approached DPA for funding in support of their effort to challenge a government monopoly on medical marijuana distribution. Health Canada's Office of Cannabis Medical Access runs the distribution program, which was federally mandated some six years ago, but it has not risen to its mandate and served the people who so need medical marijuana. Philippe Lucas, director of VICS, said, “The court-ordered program has been mired in bad faith…and mismanagement.” 

Saliva Drug Test Time Periods - Superior Court Judge Lederman concurred, finding in July of 2003 that the program was unconstitutional because it provided on for an “illusion of access” rather than real access.  And this is even as Canadian government agencies (Health Canada among them) report that some 3-4% of the nation’s adults claim to need and use medical marijuana.

Now, VICS has initiated a constitutional challenge, that, if successful, would place the distribution of medical marijuana into the hands of compassion clubs and societies, thus allowing for real access rather than the “illusion” of it.

The potential model that could be set by this case could be felt throughout states in the U.S. For this and other reasons, DPA's Grants Committee voted to offer partial funding.
