Authorizes Syringe Exchange in Four Cities

With official approval of syringe
exchange pilot programs in four cities, New Jersey has moved closer to ending
its distinction as the only state with no syringe access to reduce the spread of
HIV/AIDS.
The state Department of
Health and Senior Services announced on July 31 that Newark, Paterson,
Camden and Atlantic City have all been approved to start three-year-long
pilot programs, following a new law that authorizes pilot syringe
exchange programs in up to six New Jersey cities.
The Health Department is
also reopening the application process so that two additional cities can
apply. Jersey City, which recently passed an ordinance authorizing
syringe access, is expected to take advantage of the opportunity to
submit an application.
DPA New Jersey has
assisted the cities throughout the process, participating in meetings to
discuss implementation and helping the cities create their operations
and procedures manuals. DPA is currently gathering input from city
health departments on what training they need, with an eye to creating a
set of trainings on harm reduction and the nuts and bolts of syringe
access programs.
New Jersey has long
needed syringe access to reduce the spread of disease. The state has the
fifth highest number of adult HIV cases in the country, and almost half
of New Jersey's HIV cases were caused by the sharing of contaminated
syringes by injection drug users. Syringe access is proven to reduce the
spread of disease without increasing drug use.
Legislation to make
syringe access possible in New Jersey faced a years-long legislative
battle, finally passing in 2006. "These life saving programs are
desperately needed," said Roseanne Scotti, director of DPA New Jersey.
"It is incredibly exciting that these four cities are one step closer to
implementation and that all these years of hard work are finally paying
off."
All the participating
cities must start their pilot programs between September 1 and December
1, 2007, with Camden and Atlantic City likely being the first to roll
out their programs. These two cities had ordinances in place authorizing
syringe exchange at the city level well before the syringe access bill
was signed by Gov. Corzine last December. Drug Test Hair Sample
