California Communities Demand Real
Prison Reform

As California Governor Arnold Schwarzenegger
considers expanding the state's overfull prison system, Southern
California communities are mobilizing to say there's a better way.
The governor has called for the construction of 78,000 new prison beds
to alleviate overcrowding, and at the same time he wants to dramatically
cut funding for Proposition 36, the program which diverts 36,000
nonviolent drug offenders to treatment each year--keeping them out of
the overburdened jail and prison systems.
Town hall meetings have taken place this year in three communities
targeted for new prisons under Governor Schwarzenegger's expansion plan.
Concerned Drug Detection Times In Urine community members in San Diego, Fullerton and Ontario see full
funding of Prop. 36 as a more fiscally responsible, sustainable solution
than the construction of new prisons. Rather than building space to
warehouse more Californians, they called for expanded access to
treatment for all Californians, more alternative sentencing and less
re-incarceration of individuals on parole simply for failing a drug test
or missing a meeting.
As Margaret Dooley of the Drug Policy Alliance summed up, "If drugs are
the problem, treatment, not incarceration, is the solution."
These community members join treatment providers and Prop. 36 graduates
in urging the state legislature to continue to fund Prop. 36, which has
graduated 70,000 Californians in its first six years.
Just yesterday, San Diegans met a second time to strategize a better way
forward. The group, which consisted of representatives of almost 50
local organizations, last night formed a new coalition called Saving the
American Family. The coalition, dedicated to prison and drug policy
reform, will work to promote pro-family, anti-incarceration policies
locally and on the national level.
The ongoing conversation around southern California on prison reform is
helping to build momentum for a rally taking place in Sacramento on
April 18, when Prop. 36 graduates from all over the state will travel to
the capitol to celebrate the success of the program and ask legislators
to maintain program funding.
